RESERVES

A.  Reserve On-Duty Provisions

1.  Status

A Flight Attendant awarded or assigned a line other than a Reserve line shall not be required to stand by on reserve status.

2.  Availability

A Flight Attendant holding a Reserve line must, except on his/her awarded or assigned off-duty days, be available for duty at all times unless expressly released by Crew Scheduling as provided in paragraph G. of this Section.

B.  Reserve Categories

A Reserve Flight Attendant shall be awarded or assigned to one (1) of the following reserve categories in accordance with Section 6.C. of this Agreement:

1.  Ready Reserve

A Reserve Flight Attendant awarded a Reserve line designated "Ready Reserve" which indicates that he/she desires to complete his/her month's flying as soon as possible. Such Flight Attendant is assigned to any open flying that is otherwise not assignable under Categories 1 through 15 of Section 6.K. of this Agreement.

2.  Regular Reserve

A Flight Attendant holding a line comprised of predetermined on-duty periods of availability and intervening off-duty periods. Such Flight Attendant is assigned to any open flying that is otherwise not assignable under Categories 1 through 15 of Section 6.K. of this Agreement.

C.  Reserve On-Duty Periods

A Reserve Flight Attendant's on-duty period shall begin at midnight (0000) and end at midnight (2400). However, he/she may request to adjust his/her on-duty period(s) as follows:

1.   1400-1400 On-Duty Periods

A Reserve Flight Attendant may elect to begin his/her on-duty block at 1400 and end at 1400, subject to the following:

a.    The maximum number of such blocks available shall be established by the Company. The minimum number of such blocks shall be based on thirty percent (30%) of the number of Flight Attendants who are beginning their on-duty block that day. However, the Company may reduce the number to ten percent (10%), should staffing levels become critical or in bases with pattern report times it determines to not be conducive to a 1400 to 1400 on-duty.

b.    A request for this option shall be entered through CENTRY and shall be processed during the pattern assignment period (PAP) immediately preceding the Flight Attendant’s next on-duty block.

c.    Awards shall be made in seniority order among those Flight Attendants who are beginning an on-duty block on the following day.

d.   A request for an on-duty block from 1400 to 1400 shall not be awarded if such request would cause the Flight Attendant to be on-duty for seven (7) consecutive calendar days without an intervening twenty-four (24) hour rest period.

e.    Should a reserve day trade result in the addition of an on-duty day(s) to an existing block, the on-duty period of the additional day(s) shall start and end during the same time period as the on-duty period of the existing block.

2.   AM (0001-1200) or PM (1201-2400) On-Duty Period

A Reserve Flight Attendant may elect to convert his/her next block of on-duty days to either AM or PM reserve on-duty period(s), subject to the following:

a.  The number of such periods shall be established by the Company.

b.  A request for this option shall be entered through CENTRY and shall be processed following the Pattern Assignment Period (PAP) immediately preceding the Flight Attendant's next block of on-duty period(s).

c.  AM or PM on-duty period(s) shall be awarded to those Flight Attendants who are beginning a block of on-duty periods and who have not been assigned a pattern during PAP, in order of highest to lowest accumulated hours. Flight Attendants with the same number of hours shall be awarded in seniority order within that time group.

d.  A Reserve Flight Attendant awarded an AM or PM on-duty block shall have all subsequent on-duty period(s) during that block begin and end accordingly. Flight Attendants who are not awarded an AM or PM on-duty block shall retain the twenty-four (24:00) hour on-duty status.

e. A Reserve Flight Attendant who has been awarded an AM or PM on-duty block may enter a preferencing request through CENTRY at any time. However, subject to the provisions of paragraph E. of this Section, such preferencing request shall be awarded regardless of a conflict with his/her AM or PM on-duty period(s).

f.  A Reserve Flight Attendant may enter a request to cancel his/her AM or PM request or award at any time through CENTRY or VRU. In the event he/she has already been awarded an AM or PM request, such cancellation shall result in all remaining on-duty period(s) within that block to return to the standard midnight (0000) to midnight (2400) on-duty period(s).

g.  The Company may offer variable “start and end” hours for on-duty period(s). When such an option is made available, a Flight Attendant may shift the original start and end hours of his/her AM or PM on-duty period(s) to the new variable start and end hours.

h.  A Reserve Flight Attendant who has been awarded the AM or PM option may have one (1) or more of his/her AM or PM on-duty period(s) extended to a twenty-four hour (24:00) on-duty period(s) should the needs of the operation require. Notification shall be made prior to the end of the scheduled AM or PM on-duty period(s) being extended.

i.   A Reserve Flight Attendant who is assigned a pattern during an AM or PM on-duty period shall retain and resume his/her AM or PM on-duty schedule following the completion of rest from the pattern.

j.   The off-duty portion of an AM or PM on-duty block shall not be considered a PDO.

D.  Reserve Assignment Provisions

Reserve flying shall be scheduled among all Reserve Flight Attendants at each base in a manner to provide the necessary availability of the Reserve Flight Attendants and their proper utilization.

1.  Determination for Assignment

In determining an assignment, legality and the operational needs of the service shall be taken into consideration and Crew Scheduling shall consider other factors, if applicable, including:

a.  Whether assignment of a pattern would project a Reserve Flight Attendant into a scheduled off-duty day or pre-scheduled assignment (training, vacation, etc.);

b.         Whether a Reserve Flight Attendant has voluntarily given up a scheduled off-duty day;

c.  Whether a Reserve Flight Attendant has requested reserve increase adjustment flying;

d.  Whether a Reserve Flight Attendant has preferenced for specific pattern(s) or type of pattern(s), as provided in paragraph E. of this Section;

e.  The Reserve Flight Attendant availability;

f.   The reserve category applicable to the assignment;

g.  Whether the Reserve Flight Attendant has elected an AM or PM on-duty status;

h.  Whether a Reserve Flight Attendant has elected the thirty-five in seven (35-in-7) limitation or no weekly limitation as provided in Section 6.G.2.g.(7) or 6.B.3.c.(5) of this Agreement.

NOTE: A Reserve Flight Attendant who has selected a thirty-five in seven (35-in-7) limitation shall not be assigned to a pattern which would cause him/her to exceed thirty-five hours (35:00) in seven (7) calendar days. However, should such pattern remain unassigned following the applicable assignment procedures in accordance with paragraphs D.2. through D.5., below, the pattern shall be assigned in reverse seniority order regardless of the Reserve Flight Attendant’s weekly limitation. An indicator shall be added to the CMS audit trail of any Reserve Flight Attendant assigned a pattern from open flying which causes him/her to exceed the thirty-five in seven (35-in-7) limitation.

2.  Order of Assignment

a.  All Reserve Flight Attendants shall be grouped according to the number of on-duty period(s) remaining in their reserve on-duty block (SILO). (For example, Flight Attendants with six (6) days remaining in their on-duty block shall be grouped in one (1) SILO, Flight Attendants with five (5) days remaining in their on-duty block shall be in grouped in another SILO, etc.)

b.  Within each SILO, all Reserves shall be rostered as follows:

(1)Ready Reserves,from lowest to highest accumulated hours in seniority order;

(2)Ready Reserves on Will-Fly status, from lowest to highest accumulated hours in seniority order;

(3)Regular Reserves, from lowest to highest accumulated hours in seniority order;

(4)Regular Reserves on Will-Fly status, from lowest to highest accumulated hours in seniority order.
c.  The order of assignment among all Reserve Flight Attendants on a given day shall be in the following order:

(1)The pattern with the highest value shall be assigned from the top of the roster as established in subparagraphs 2.a. and 2.b., above, provided the length of the pattern equals the number of day(s) of the SILO;

(2)The pattern with the highest value shall be assigned from the top of the roster as established in subparagraphs 2.a. and 2.b., above, with the length of the pattern which is the closest match to the number of days of the SILO, without causing the assignment of flying into a Reserve’s PDO;

(3)The pattern with the highest value shall be assigned to all remaining Reserve Flight Attendants rostered in reverse seniority order within each SILO, with the length of the pattern which is the closest match to the number of days of the SILO, causing the least infringement of a Reserve’s PDO.

3.  Daily Assignment Procedures

a.  All Reserve Flight Attendants who have accumulated credited hours in excess of their reserve guarantee shall be ranked in seniority order in one (1) time group, within their SILO.

b.  Within each SILO, assignments to Ready Reserve Flight Attendants shall be made prior to assignments for Regular Reserve Flight Attendants.

c.  A Reserve Flight Attendant may make himself/herself available for flying on his/her off-duty day(s) as a Will-Fly by advising Crew Scheduling. Within each SILO, Ready Reserve Flight Attendants electing to Will-Fly shall be assigned flying ahead of Regular Reserve Flight Attendants.

d.  A Reserve Flight Attendant may enter a preference for a desired assignment in CENTRY, which shall be processed during the daily assignment process, in accordance with the provisions in paragraph E. of this Section.

4.  Short Call

A Reserve Flight Attendant who is available to report for a flight departure within a shorter time period than the required report time at his/her base, in accordance with the provisions of Section 6.E., may enter a request for a short call. Such request shall be submitted through the VRU and shall be stored in CMS. He/She must select one (1) of the following category ranges that best reflects his/her proximity to the airport.

Range One (1):    Currently at the airport

Range Two (2):    Able to report for a flight departure within twenty minutes (0:20) notice

Range Three (3): Able to report for a flight departure with more than twenty minutes (0:20) notice, but no more than forty-five minutes (0:45) notice

Range Four (4):   Able to report for a flight departure with more than forty-five minutes (0:45) notice, but no more than two hours (2:00) notice

5.  On-Premise Reserve Provisions

A Reserve Flight Attendant may be awarded or assigned as an On-Premise Reserve (OPR) during the daily assignment process, subject to the following provisions:

a.  Assignment Provisions

(1)         OPR duty shall be awarded or assigned during the pattern assignment period prior to the on-duty day on which such duty shall be served. OPR patterns that become available after the pattern assignment period shall first be awarded in accordance with subparagraph a.(2), below, then assigned in accordance with subparagraph a.(3), below.

(2)         An OPR pattern may be preferenced as a request and shall be awarded to a Reserve Flight Attendant who, rostered by the highest number of consecutive days remaining on duty and the lowest accumulated hours, would otherwise have been assigned another pattern, and the OPR pattern credit is within the range for such preferencing.

NOTE: A Reserve Flight Attendant must have a minimum of three (3) consecutive on-duty days when preferencing for an OPR pattern in HNL and a minimum of two (2) such days at all other bases.

(3)         Any OPR pattern(s) which remain available and have not been awarded through preferencing shall be assigned to a Reserve Flight Attendant who, rostered by the highest number of consecutive days remaining on duty and the lowest accumulated hours, has the lowest OPR duty credits. However, he/she may be bypassed for such assignment if a Flight Attendant with higher OPR duty credits but more days remaining on duty is available for assignment.

NOTE: A Reserve Flight Attendant must have a minimum of three (3) consecutive on-duty days in order to be assigned an OPR pattern in HNL.

(4)         A Reserve Flight Attendant who is to be assigned to OPR duty shall be given no less than three hours (3:00) notice in order to report for such OPR duty.

(5)         A Reserve Flight Attendant shall not be involuntarily assigned to OPR duty for more than three (3) OPR patterns in any month.

(6)         A Flight Attendant who bids for and is awarded an OPR pattern shall not be considered to have been involuntarily assigned for the purposes of subparagraph a.(5), above.

(7)An assignment to OPR may be made regardless of an AM or PM on-duty status.

b.  On-Duty Provisions

(1)         The report time for a Flight Attendant on OPR duty shall begin at the scheduled report time, or the actual time he/she reports at the “on-premise” location (Inflight office or off-site location), whichever is later. Such report time shall be established at the time the OPR pattern is built.

(2)         A Reserve Flight Attendant on OPR duty shall not be required to remain on such duty for more than a six hour (6:00) period without a pattern assignment and shall be automatically released at the end of such period until the beginning of his/her next on-duty period or the completion of his/her required rest, whichever is later.

NOTE: An OPR duty which begins between the hours of 2200 and 0500 base local time shall be limited to a four hour (4:00) period. A Reserve Flight Attendant on such OPR duty who is assigned a flight pattern departing between four hours (4:00) and five hours (5:00) after his/her original report time shall have no offset or reduction in the pay and credit provided in subparagraph 5.e., below.

(3)         In the event a Reserve Flight Attendant on OPR duty is assigned to a flight pattern, such pattern must be assigned during his/her OPR period and shall not be scheduled to depart more than seven hours (7:00) after his/her original report time. All on-duty limitations applicable to a flight pattern assignment shall apply.

(4)         In the event a Reserve Flight Attendant on OPR duty is assigned to a flight pattern departing between six hours (6:00) and seven hours (7:00) after his/her original report time, he/she shall receive pay and credit at the rate of one hour (1:00) for each two hours (2:00) of duty, prorated, beginning at the sixth (6th) hour and ending at the scheduled departure time of the assigned flight, in addition to his/her minimum OPR duty credit or flight credit for the pattern, whichever is greater.

(5)         Any open flying which becomes available within one hour (1:00) prior to departure shall be assigned to a Reserve Flight Attendant on OPR duty, a Time Available or Reserve Flight Attendant who is at the airport, or to a Flight Attendant as a result of a rescheduling. Open flying which becomes available between four hours (4:00) and one hour (1:00) prior to departure may be assigned to such OPR Flight Attendant.
(6)         A Reserve Flight Attendant who has been assigned a pattern which subsequently cancels while he/she is at the airport may serve OPR duty upon mutual agreement with Crew Scheduling. In the event Crew Scheduling has determined in advance that additional OPR positions shall be offered to Reserve Flight Attendants from a cancelled flight, such offer shall be made in accordance with subparagraph 5.a., above.

(7)         During the period that Reserve Flight Attendant is on OPR duty, duties other than an assignment to a flight pattern shall be limited specifically to OPR passenger duties as defined in Section 2.ZZ.

(a) Upon request, a Reserve Flight Attendant on OPR passenger duty shall be replaced after two hours (2:00) of such duty provided another OPR Flight Attendant can be made available.

(b)     The applicable pay and credit provision of subparagraph e.(4), below, shall apply.

(8)         A Reserve Flight Attendant on OPR duty may request to be released from such duty by contacting Crew Scheduling. The applicable pay and credit provision of subparagraph e.(5), below, shall apply.

(9)         OPR Rostering

Flight Attendants serving OPR duty shall be rostered for assignment as follows:

(a) From lowest to highest accumulated hours, then

(b)     In seniority order

(10)Assignment Provisions

To the extent practical, assignments to Flight Attendants serving OPR shall be made as follows:

(a) Pattern Assignments

Beginning at the top of the OPR roster, to Flight Attendants who are not performing OPR Passenger Duty at the time of the assignment. Should more than one (1) Flight Attendant be rostered with the same accumulated hours, the assignment shall be made to the Flight Attendant with the fewest remaining on-duty periods who can accommodate the pattern. Should all factors above be equal, the assignment shall be made to the most senior Flight Attendant.

(b)     Passenger Duty

Beginning at the bottom of the OPR roster, to the Flight Attendant with the lowest number of Passenger Duty Credits.(11)Passenger Duty Credits

A Reserve Flight Attendant shall be awarded a Passenger Duty Credit (PDC) for each assignment to Passenger Duty. Such credit shall be accumulated on a monthly basis and shall reset to zero (0) credits at the beginning of each bid month.

c.  On-Premise Reserve Facilities

The Company shall provide one (1) of the following facilities for Reserve Flight Attendants on OPR duty:

(1)         An on-premise “quiet area” lounge that is separate from the main Flight Attendant lounge; or

(2)         A similar “quiet area” in a hotel or nearby facility that provides quick access to the airport; or

(3)         A “day room” at a nearby hotel.

d.  On-Premise Reserve Amenities

The Company shall provide the following amenities for a Reserve Flight Attendant on OPR duty:

(1)         Parking whenever he/she is required to begin the OPR duty at a location other than at the airport.

(2)         A beeper which may be loaned upon request and which shall be returned at the conclusion of the OPR duty or upon the return from a flight pattern which has been assigned during the OPR period.

e.  Per Diem, Pay and Credit for OPR Duty

The following per diem, pay and credit shall be applicable to a Reserve Flight Attendant on OPR duty:

(1)         Minimum duty period credit of four hours and fifteen minutes (4:15) when he/she has not been assigned a pattern during the OPR duty period.

(2)         Trip hour credit or duty period credit beginning at the time of his/her report for the OPR duty, applicable in the event a flight pattern is assigned during such OPR duty period.

(3)         Per diem at the domestic rate (international rate for HNL base) when he/she has not been assigned a flight pattern during the OPR duty period, or at the applicable international or domestic rate when a flight pattern has been assigned. Per diem shall be paid beginning with the scheduled or actual report time, whichever is later, through the conclusion of the OPR duty.

(4)Ground holding pay at the domestic rate for duties as provided in subparagraph b.(7), above, and Section 3.O. of this Agreement.

(5)In the event he/she has requested and has been granted a release during an OPR duty period, his/her minimum duty period credit of four hours and fifteen minutes (4:15) shall be prorated proportionately to the time actually served on OPR duty versus six hours (6:00).

E.  Reserve Preferencing System

A Reserve Flight Attendant shall have the option to preference for a specific pattern or type of flying to be taken into consideration during the daily assignment process. Preferencing of assignments shall be subject to the following parameters:

1.  Flight Attendants may enter a preference request through CENTRY at any time. Such requests shall be processed during the pattern assignment period immediately preceding his/her next on-duty period.

2.  Awards shall be made in accordance with the SILO provisions of paragraphs D.2. and D.3. of this Section.

3.  A pre-determined hour range shall be utilized as a preferencing range and shall be applied as the maximum difference between the pattern that would otherwise have been assigned without such preferencing. A pattern that is preferenced within such range shall be assigned, provided that it does not create any legality conflicts, subject to the following:

a.  A ten hour (10:00) range shall apply from the first (1st) day through the twentieth (20th) day of the month provided the ratio of available reserves to open trips is less than seventy-five percent (75%).

b.  A five hour (5:00) range shall apply from the twenty-first (21st) day through the last day of the month provided the ratio of available reserves to open trips is less than seventy-five percent (75%).

c.  A three hour (3:00) range shall apply on each day during the month when the ratio of available reserves to open trips is seventy five percent (75%) or greater.

d.  Preferencing requests on any day during the month when the ratio of available reserves to open trips is ninety percent (90%) or more shall not need to be processed. If preferences are processed, a three hour (3:00) range shall apply.

e.  A Flight Attendant who has not entered a preferencing request for that day’s assignments, or whose preferencing requests do not meet contractual legalities or the applicable preferencing range, shall be assigned the pattern with the highest value and shortest duration that is available at his/her point of assignment.

f.   A Flight Attendant whose accumulated credited hours are greater than his/her reserve guarantee may preference utilizing a fifteen hour (15:00) range, provided that the ratio of available reserves to open trips is less then seventy-five percent (75%).

F.  Notification Procedures

Reserve Flight Attendants shall be notified by Crew Scheduling of an assignment. Such assignment may also be obtained through the Voice Response System (VRU) or ACCESS System. A Reserve Flight Attendant who learns of an assignment through the Voice Response System (VRU) shall be considered to have been properly notified of such assignment. Upon acknowledgement of assignment, the Reserve Flight Attendant may elect to transfer his/her call to Crew Scheduling.

1.  Response to Notification

A Reserve Flight Attendant who is on duty and who chooses to use a beeper, cell phone or an answering machine shall be given twenty minutes (0:20) to respond to a call from Crew Scheduling. Such twenty minute (0:20) period shall be part of the notice time of the reserve report procedures set forth in Section 6.E.6. of this Agreement.

2.  Automated Voice Response System (VRU)

The Automated Voice Response System (VRU) shall be utilized by Crew Scheduling to post reserve information and shall be updated twice daily with the following information:

a.  Flight Attendants who are to remain "on-call" and available for assignment.

b.  Flight Attendants who are released from duty.

c.  Flight Attendants who have been assigned flying during the Pattern Assignment Period (PAP).

d.  The daily individual trade information for the remainder of the bid month and for the following bid month, if known.

e.  The daily projected hour ranges for pattern preferencing for the remainder of the bid month and for the following bid month, if known.

3.  Assignment Verification

Upon notification of an assignment, a Reserve Flight Attendant may request and shall be provided a printed copy of the assigned pattern which shall include all flight numbers, departure and arrival times of all segments, flight times, total credited hours and the layover hotel if such hotel is different from the present layover hotel.

G.  On-Duty Releases

1.  Duty Release

A Reserve Flight Attendant may request to be released during a portion of, or for the remainder of, his/her on-duty period by contacting Crew Scheduling. Such release shall be granted subject to the approval of Crew Scheduling. The Company shall attempt to maximize the number of duty releases based upon the needs of service.

2.  Daily Release

A Reserve Flight Attendant may request to be released from an on-duty period(s), subject to the approval of Crew Scheduling. A request that is granted shall reduce his/her reserve guarantee by four hours and fifteen minutes (4:15) for each on-duty period. At the time of approval, such Flight Attendant must elect whether to apply the four hours and fifteen minutes (4:15) credit towards his/her monthly projection.

3.  Pattern Release

A Reserve Flight Attendant who has received a pattern assignment may request to be released from his/her pattern. Such release must be requested no later than four hours (4:00) prior to the scheduled departure of the pattern and shall be subject to the approval of Crew Scheduling. A request that is granted shall reduce his/her reserve guarantee by the value of the dropped pattern.

4.  GDO Release

A Reserve Flight Attendant who has not been assigned a pattern before 1500 base local time and is scheduled for a GDO off-duty period immediately following his/her current on-duty period shall be released into his/her off-duty period, unless advised by Crew Scheduling, prior to 1500 base local time, to remain on duty for the remainder of his/her current on-duty period.

5.  Block Release

A Reserve Flight Attendant may request to be released from a series of consecutive on-duty periods (block), subject to the approval of Crew Scheduling. A request that is granted shall reduce his/her reserve guarantee by four hours and fifteen minutes (4:15) for each on-duty period(s). At the time of approval, such Flight Attendant must elect whether to apply four hours and fifteen minutes (4:15) per on-duty period credit toward his/her monthly projection.

6.  Early Release

A Reserve Flight Attendant may request to be released for the remainder of the month in accordance with the provisions set forth below:

a.  Request(s) for Early Release(s) shall be submitted through CENTRY and processed in seniority order.

b.  A request may be made via ACCESS, CENTRY or VRU.

c.  Such request may be entered at any time during the month and shall be held until releases are authorized by Crew Scheduling.

d.  All bids shall be processed in seniority order.

e.  A Reserve Flight Attendant shall specify both a minimum projection and a specific release date that must be met in order to be released.

Both conditions must be met before a Reserve Flight Attendant is released.

Example 1: A Flight Attendant bids for a release specifying a minimum projection of seventy hours (70:00) and specific release dates of 25-28. On the 26th of the month, releases are offered for the following day and the Flight Attendant’s projection is seventy-one hours (71:00). The Flight Attendant is released.

Example 2: A Flight Attendant bids for a release specifying a minimum projection of seventy hours (70:00) and specific release dates of 25-28. On the 26th of the month, releases are offered for the following day. The Flight Attendant’s projection is sixty-nine hours and fifty-nine minutes (69:59). Only one (1) condition has been met. The Flight Attendant’s bid is bypassed and he/she is not released.

Example 3: A Flight Attendant bids for a release specifying a minimum projection of seventy hours (70:00) and specific release dates of 25-28. On the 28th of the month, releases are offered for the following day. The Flight Attendant’s projection is seventy-two hours (72:00). Only one (1) condition has been met. The Flight Attendant is not released.

f.   A Reserve Flight Attendant may enter 00:00 in the projection requirement to indicate that he/she is requesting a release at any hour. Additionally, 00-00 may be entered into the date range to indicate that he/she is requesting a release on any day.

Example: A Flight Attendant bids for a release specifying a minimum projection of zero hours (0:00) and specific releases dates of 00-00. On the 28th of the month, releases are offered for the following day. The Flight Attendant’s projection is forty hours (40:00). The Flight Attendant is released.

g.  A Reserve Flight Attendant who is on a pattern, or has been assigned a future pattern at the time the releases have been authorized, shall be granted a future release to begin upon completion of the current or future pattern. Future RD and RR day(s) shall be removed when the release is processed.

Example 1: A Flight Attendant bids for a release specifying a minimum projection of seventy hours (70:00) and specific release dates of 25-28. On the 26th of the month, releases are offered for the following day. The Flight Attendant’s projection is seventy-one hours (71:00) and he/she is on a pattern that returns to base on the 28th of the month. The projection requirement has been met and the return to base and subsequent release date is within the date specification. At the completion of the pattern, the Flight Attendant is released.

Example 2: A Flight Attendant bids for a release specifying a minimum projection of seventy hours (70:00) and specific release dates of 25-28. On the 26th of the month, releases are offered for the following day. The Flight Attendant’s projection is seventy-one hours (71:00) and he/she is on a pattern that returns to base on the 29th of the month. The projection requirement has been met, but the return to base and subsequent release date is outside the date specification. Only one (1) of the conditions has been met, the bid is bypassed and the Flight Attendant is not released.

Example 3: A Flight Attendant bids for a release specifying a minimum projection of zero hours (0:00) and specific releases dates of 00-00. On the 26th of the month, releases are offered for the following day. The Flight Attendant’s projection is seventy-one hours (71:00) and he/she is on a pattern that returns to base on the 28th of the month. The Flight Attendant is released upon completion of his/her pattern.

h.  Although a future release may be granted, due to operational requirements, a Reserve Flight Attendant may be rescheduled into or past the release date.

i.   When releases are to be authorized, the processing shall usually occur mid-day, just prior to the next day’s reserve pattern assignments. Should operational reasons require processing at other times, Crew Scheduling may continue to award releases.

j.   Once released, a release indicator shall be placed on the Flight Attendant’s line. The Flight Attendant shall be notified via ACCESS and Voice Response.

k.       Releases may be authorized to begin on the current day or the following day. For example, Crew Scheduling may process bids on the 24th for releases to begin immediately. In such cases, Crew Scheduling shall contact a Reserve Flight Attendant currently serving a “RD” or “RR” day. Bids may be processed on the 24th for releases that begin at 0001 on the 25th. Crew Scheduling shall process the release and an indicator shall be placed on the Reserve Flight Attendant’s line. He/She shall be notified via ACCESS and Voice Response.

l.   The determination of whether the projection threshold has been met for a Reserve Flight Attendant on a pattern or assigned a future pattern shall be made using the Flight Attendant’s projection at the time the releases are processed. Once the release has been made, a subsequent change of projection due to a cancellation or rescheduling shall not affect the release.

Example: A Flight Attendant bids for a release specifying a minimum projection of seventy hours (70:00) and specific release dates of 25-28. On the 26th of the month, releases are offered for the following day. The Flight Attendant is on a pattern that returns to base on the 28th of the month, with a projection of seventy-one hours (71:00) (including hours to be flown). The projection requirement is considered to have been met, as has the date specification requirement. The Flight Attendant is released effective with his/her return to base on the 28th.

However, on the 27th, the Flight Attendant is rescheduled to return to base on the 27th and his/her projection is now sixty-seven hours (67:00). The release remains effective because it was processed prior to the rescheduling.

m. A Reserve Flight Attendant who has been released and subsequently rescheduled with a loss of time as indicated in subparagraph l., above, may elect to rescind his/her release and return to reserve status. Such election must be made no later than the end of his/her applicable rest period immediately following return to base from the pattern that has been rescheduled. Pattern assignment made while the Reserve Flight Attendant was shown as being released shall not be considered to be an error in assignment.

n. A Reserve Flight Attendant who has been assigned a future pattern shall not be allowed to drop nor have such pattern rescheduled at his/her request in order to qualify for a release.

o.  Crew Scheduling may set minimum projection thresholds for any release.

p.  A Reserve Flight Attendant who has achieved a projection within four hours and fifteen minutes (4:15) of his/her monthly maximum shall continue to be released once he/she has returned to base.

q.  A Reserve Flight Attendant who has elected and is granted a release shall be paid only for hours actually flown and credited.

r.   Once released, a Reserve Flight Attendant may request Will-Fly as indicated in paragraph H.6., below.

7.  Month End Release

A Reserve Flight Attendant whose monthly projection is greater than the Established Base Line Average (EBLA), as established by the monthly PBS bid shall be released from all future reserve duty for the month upon request of the Flight Attendant. Such request shall be made following the completion of the pattern that projects the Flight Attendant over the monthly EBLA, but no later than the completion of rest following such pattern. Any future pattern that has been assigned to a Reserve Flight Attendant prior to the end of this deadline shall be removed at the request of the Flight Attendant. A Flight Attendant who does not request a Month End Release within this time frame shall be required to serve the remainder of his/her on-duty period(s) for the month, unless he/she is later granted a release under paragraph G. of this Section, or is projected to be within four hours and fifteen minutes (4:15) of the monthly maximum.

Note: A Reserve Flight Attendant who does not have any reserve on-duty periods in any bid month shall receive no reserve guarantee for that month

H.  Off-Duty Provisions

A Flight Attendant who has been awarded or assigned a Reserve line shall have his/her off-duty days awarded or assigned during the PBS bid award process, or thereafter if Section 6.C.9.b.(1) or 6.C.9.c.(1) of this Agreement is applicable. The following provisions for off-duty periods shall apply:

1.  Number of Off-Duty Periods

A Reserve Flight Attendant shall receive thirteen (13) off-duty periods in a thirty-one (31) day month and twelve (12) off-duty periods in a thirty (30) day month. Such Flight Attendant shall not be awarded a bid or trade request which results in more than six (6) consecutive on-duty periods.

2.  Selection of Guaranteed Days Off (GDO)

a.  Reserve Flight Attendant may select up to eight (8) GDO per bid month.

b.  Selection of GDO(s) shall be made through CENTRY prior to 0000 of the first (1st) day of the bid month and shall be processed daily during the next line adjustment period.

c.  GDO may be designated during any off-duty periods but must be consecutive and during the last days of a series of off-duty periods.

3.  Provisions of Guaranteed Days Off (GDO)

During a GDO period, a Reserve Flight Attendant:

a.  May be contacted for an assignment by Crew Scheduling but need not be available for contact;
b.  Shall not be required to originate a pattern;

c.  May be contacted and assigned to a pattern originating at his/her base on the following day provided such day is not a designated GDO;

d.  May be required to complete a pattern which is scheduled to return to his/her base prior to the GDO but which returns after the start of the GDO because the actual arrival time is later than the scheduled arrival time of the pattern;

e.  May be on a flight or deadhead duty as the result of rescheduling after having departed his/her base during his/her trip hour period, provided that the rescheduling does not schedule the Flight Attendant to return to his/her base after the first (1st) designated GDO in a GDO period;

f.   Shall not be required to accept an assignment to originate a pattern from his/her base station which would schedule him/her to be on a flight or deadhead duty on a designated GDO.

4.  Replacement of Guaranteed Days Off (GDO)

a.  When a Reserve Flight Attendant is on a pattern which returns him/her to his/her base after the beginning of a GDO period, he/she shall be released from reserve duty for the remainder of the day. The Reserve Flight Attendant shall receive an additional GDO equivalent to the number of day(s) he/she has lost.

NOTE: This provision shall not apply to a Flight Attendant who has voluntarily given up his/her off-duty periods as a Will-Fly or Contingency-Fly.

b.  A request for a replacement of an off-duty period shall be made at the time of a pattern assignment unless such replacement is due to an en route rescheduling. The Flight Attendant may elect to attach such replacement period to the end of any subsequent series of off-duty periods or to the beginning of a series of GDOs. Such placement shall not result in an on-duty period of less than forty-eight hours (48:00) or less than seventy-two hours (72:00) for a HNL based Flight Attendant unless there are no remaining alternatives. The Flight Attendant may request an alternate replacement which Crew Scheduling may grant based upon the needs of the operation.

NOTE: This provision shall not apply to a Flight Attendant who has voluntarily given up his/her off-duty periods as a Will-Fly or Contingency-Fly.

c.       In the event there are insufficient day(s) left in the month to restore an equivalent number of lost GDO, the Flight Attendant shall have the option of replacing such lost GDO in the following month, provided he/she is on reserve status. A Flight Attendant who is not on reserve status in the following month shall have the option to receive four hours and fifteen minutes (4:15) of credit in his/her flight hour bank for each lost GDO or receive four hours and fifteen minutes (4:15) of credit, for pay purposes only, at his/her applicable incentive rate.


5.  Replacement of Planned Days Off (PDO)

a.  When a Reserve Flight Attendant is on a pattern which returns him/her to his/her base after the beginning of a PDO period, he/she shall:

(1)         Remain on reserve status for the remainder of the on-duty period and receive an additional PDO equivalent to the number of day(s) he/she has lost that is added to his/her PDO period; or

(2)         Be released for the remainder of the day without replacement of the PDO.

b.  A request for a replacement of an off-duty period shall be made at the time of a pattern assignment unless such replacement is due to an en route rescheduling. The Flight Attendant may elect to attach such replacement period to the beginning or end of any subsequent series of off-duty periods. Such placement shall not result in an on-duty period of less than forty-eight hours (48:00) or less than seventy-two hours (72:00) for a HNL based Flight Attendant unless there are no remaining alternatives. The Flight Attendant may request an alternate replacement which Crew Scheduling may grant based upon the needs of the operation.

NOTE: This shall not apply to a Flight Attendant who has voluntarily given up his/her off-duty period(s) as a Will-Fly or Contingency-Fly.

c.  In the event there are insufficient day(s) left in the month to restore an equivalent number of lost PDO, the Flight Attendant shall have the option of replacing the lost PDO in the following month, provided he/she is on reserve status. A Flight Attendant who is not on reserve status in the following month shall have the option to receive four hours and fifteen minutes (4:15) of credit in his/her flight hour bank for each lost PDO or receive four hours and fifteen minutes (4:15) of credit, for pay purposes only, at his/her applicable incentive rate.

6.  Will-Fly Provisions (WF)

A Reserve Flight Attendant may voluntarily make himself/herself available on his/her off-duty period(s) and may then be assigned in accordance with Section 6.K. of this Agreement. A request for Will-Fly shall be made through CENTRY and shall be processed in accordance with Section 6.K. of this Agreement. A request to cancel a Will-Fly shall be made through CENTRY prior to 0000 of the day of the Will-Fly request.

7.  Contingency-Fly (CF)

A Reserve Flight Attendant may voluntarily make himself/herself available for assignment to a pattern that originates during a block of on-duty periods and terminates following such block. A pattern so assigned shall terminate before the end of the Contingency-Fly day(s). Should no pattern be assigned that operates into a Contingency-Fly day, the Reserve Flight Attendant is automatically released prior to the beginning of the Contingency-Fly period.

A request to Contingency-Fly shall be made through CENTRY or VRU and shall be processed in accordance with Section 6.K. of this Agreement. A request to cancel a Contingency-Fly shall be made through CENTRY prior to 0000 of the day of the Contingency-Fly request.

8.  Vacation/Leave Formulas for Off-Duty Day(s)

In a month in which a Reserve Flight Attendant is on vacation or leave, such Flight Attendant's off-duty day(s) in the remainder of the month shall be determined as provided in the following table:

I.   Reserve Trades and Line Adjustments

A Reserve Flight Attendant may request to trade his/her on-duty period(s) in order to obtain a line reflecting his/her preferred on-duty and off-duty periods or to request a line adjustment. He/She may request a trade or line adjustment through one (1) or more of the following processes:

1.  Individual Trades

A trade process which allows a Flight Attendant to trade his/her on-duty day(s) within his/her own individual line in order to obtain off-duty day(s).

a.  Trade requests must be submitted through CENTRY and shall be processed during the next line adjustment period(s).

b.  Trade requests must be received prior to the Secondary Line Adjustment Period (SLAP) of the date preceding the line adjustment period for the first (1st) duty period affected.

c.  Trade requests which involve off-duty day(s) within the next bid month shall be processed beginning with the first (1st) line adjustment period after the completion of bid resolutions. Such request shall be processed during each line adjustment period prior to the first (1st) duty period affected.

d.  Adjustments of any off-duty period(s) due to vacation, leave or training must be accommodated prior to awarding such trades.

e. A trade shall not result in an on-duty period of less than forty-eight hours (48:00) or more than one hundred and forty-four hours (144:00). A trade request that may result in a single off-duty period shall be granted.

NOTE: Trade requests at the Honolulu base shall not result in an on-duty period of less than seventy-two hours (72:00).

f.   Any trade which involves GDO or PDO shall result in such off-duty period(s) becoming PDO. Such trade shall not result in the placement of PDO after GDO period.

g.  Trade requests shall be awarded in seniority order and shall be based on the following provisions in order to ensure adequate coverage for open flying which may become available:

(1)         For requests involving trades for an off-duty day(s) that are more than seven (7) days in advance of the requested day, such requests shall be granted provided twenty percent (20%) or less of the available Reserve Flight Attendants are allocated to protect the day’s known open flying, and:

(a) For an off-duty day that falls during a holiday, ten percent (10%) or less of the Reserve Flight Attendants at the base are off-duty on that day;

(b)     For an off-duty day during the first four (4) days of the month, ten percent (10%) or less of the Reserve Flight Attendants at the base are off-duty on that day(s);

(c) For an off-duty day during the last four (4) days of the month, ten percent (10%) or less of the Reserve Flight Attendants at the base are off-duty on that day(s);

(d)     For an off-duty day that falls on a weekend, thirty percent (30%) or less of the Reserve Flight Attendants at the base are off-duty on that day(s).

(e) For all other off-duty days, forty percent (40%) or less of the Reserve Flight Attendants at the base are off-duty on that day(s).

(2)         For requests involving trades for an off-duty day(s) within seven (7) days of the requested day, such requests shall be granted provided no greater than thirty percent (30%) of the available Reserve Flight Attendants are allocated to protect the day’s known open flying, and:

(a) For an off-duty day that falls during a holiday, ten percent (10%) or less of the Reserve Flight Attendants at the base are off-duty on that day;

(b)     For an off-duty day during the first four (4) days of the month, ten percent (10%) or less of the Reserve Flight Attendants at the base are off-duty on that day(s);

(c) For an off-duty day during the last four (4) days of the month, ten percent (10%) or less of the Reserve Flight Attendants at the base are off-duty on that day(s);

(d)     For an off-duty day that falls on a weekend, forty percent (40%) or less of the Reserve Flight Attendants at the base are off-duty on that day(s).

(3)For requests involving trades that would otherwise be restricted in accordance with subparagraphs g.(1) and g.(2), above, the following shall apply:

(a)The Company may designate a day(s) as a Magnet Day(s) or a Premium Magnet Day(s) in order to protect the day’s known open flying.

(b)A request to trade an on-duty day for an off-duty day (PDO), which has been designated as a Magnet Day, shall have the normal applicable trade restrictions removed and such trade shall be granted.

(c) A request to trade an on-duty day for an off-duty day (PDO), which has been designated as a Premium Magnet Day, shall have the normal applicable restrictions removed and such request shall be granted. In addition, he/she shall be allowed to drop two (2) on-duty days for each Premium Magnet Day for which he/she has traded.

(d)The number of trades allowed and the specific day(s) the restrictions are removed shall be determined by the Company.

h.  Crew Scheduling shall have the right to deny individual trades during periods when staffing becomes critical.

i.   Trades shall not be allowed on days designated as required rest periods.

j.   Trade requests shall be processed in accordance with Section 6.J. of this Agreement.

2.  Mutual Trades

A trade process which allows a Reserve Flight Attendant to trade his/her on-duty period(s) mutually with another Reserve Flight Attendant at the same base.

a.  A trade request(s) must be submitted through CENTRY prior to the Secondary Line Adjustment Period (SLAP) of the day preceding the line adjustment period for the first (1st) date of the trade.

b.  A trade request(s) shall be processed daily beginning with the first (1st) line adjustment period after the completion of bid resolutions and shall continue until the last line adjustment period prior to the day of the requested trade.
c.  A trade which involves a GDO or PDO shall result in such off-duty period becoming a PDO. Such trade shall not result in the placement of a PDO after a GDO period.

d.  An on-duty period(s) which has been previously designated as a Will-Fly period shall not be traded as an off-duty period unless such Will-Fly request has been canceled.

e.  Trades shall not result in either Reserve Flight Attendant having an on-duty period of less than forty-eight hours (48:00) or more than one hundred and forty-four hours (144:00); however, trades which result in a single off-duty period shall be granted.

NOTE: Trades between Honolulu Reserve Flight Attendants shall not result in either Reserve Flight Attendant having an on-duty period of less than seventy-two hours (72:00).

3.  Line Trades

A trade process which allows a Reserve Flight Attendant to trade his/her entire line with a Regular or Reserve Flight Attendant at the same base.

a.  Trade requests must be submitted through CENTRY prior to the Secondary Line Adjustment Period (SLAP) of the last day of the previous bid month.

b.  Trade requests shall be processed beginning with the first (1st) line adjustment period following the completion of bid resolutions and continue through the last line adjustment period prior to the first (1st) day of the bid month.

4.  Open Trades

A trade process which allows Reserve Flight Attendants at the same base to post on-duty periods they desire to trade on the Open Trade Board and allow CENTRY to find the requested combination(s) for a mutual trade.

a.  Trade requests shall be submitted through CENTRY prior to 1300 of the day prior to the first (1st) affected on-duty period.

b.  Trade requests shall be processed beginning with the first (1st) line adjustment period following the completion of bid resolutions.

c.  A trade shall not result in an on-duty period of less than forty-eight hours (48:00) or more than one hundred and forty-four hours (144:00). A trade request that may result in a single off-duty period shall be granted.

NOTE: Trade requests at the Honolulu base shall not result in an on-duty period of less than seventy-two hours (72:00).

5.  Base Trades

A trade process which allows a Reserve Flight Attendant to trade his/her entire line with a Regular or Reserve Flight Attendant at another base.

a.  Trade requests shall be made by contacting Crew Scheduling no later than two (2) days prior to the beginning of the next bid month.

b.  Trade requests shall be processed immediately after both Flight Attendants have verbally verified their agreement to trade with Crew Scheduling. Each Flight Attendant must contact Crew Scheduling to confirm that such trade requests have been approved.

6. Reserve Increase Adjustment

A line adjustment process which allows a Reserve Flight Attendant to add a pattern(s) from open flying during his/her off-duty period to his/her line subject to the provisions of Section 6.G.4.b. of this Agreement.

7. One-Way Trade

A trade process which allows a Reserve Flight Attendant to request and receive a pattern(s) from a Regular Flight Attendant during his/her off-duty period subject to the provisions of Section 6.G.4.f. of this Agreement.

J.  Computation of Credited Hours for Scheduling Purposes

A Reserve Flight Attendant shall have his/her accumulated credited hours calculated on the basis of actual flight times.

K.  Reserve Guarantee

1.  A Reserve Flight Attendant shall receive as a minimum guarantee, compensation equal to eighty hours (80:00) at his/her applicable incentive pay rate, when he/she is on pay status for a full month.

2.  When a Reserve Flight Attendant is not on pay status for a full month, his/her guarantee shall be reduced as provided for in Section 3.E.3. of this Agreement.

3.  When a Reserve Flight Attendant has requested and been awarded reserve increase adjustment flying, such hours shall be credited in addition to his/her reserve guarantee, provided such flying is wholly within his/her off-duty periods in accordance with Section 6.G.4.b. of this Agreement.

L.  Return to Base Release

1.  Upon completion of a pattern and return to his/her base, a Reserve Flight Attendant shall not be required to contact Crew Scheduling and shall be released unless otherwise notified.

2.  Upon completion of a temporary assignment and return to his/her base, as provided in Section 12.B.3. and 12.F. of this Agreement, a Reserve Flight Attendant shall not be required to contact Crew Scheduling and shall be released unless otherwise notified.

3.  In unusual circumstances where a Reserve Flight Attendant is required to remain available at the airport after completion of a pattern, the trip hour period shall be continued until the Flight Attendant is assigned or released.

4.  A Reserve Flight Attendant who is notified to contact Crew Scheduling shall not be required to remain at the airport in excess of thirty minutes (0:30) without assignment after contacting Crew Scheduling.

M. Applicable Scheduling Provisions for Reserve Flight Attendants

The following provisions in Section 6 (Scheduling) shall apply to Reserve Flight Attendants:

N.  Temporary Assignments

A Reserve Flight Attendants may be subject to temporary assignment flying in accordance with the procedures set forth in Section 12.F. of this Agreement.

O.  Reserve Tracking Reports

1.  Crew Scheduling shall provide access to reserve tracking information on a daily basis to the MEC President, or his/her designee, or the MEC Scheduling Committee Chairperson. Such information can be viewed and/or printed and shall include in seniority order the names of all Reserve Flight Attendants at each base given assignments during the automated reserve assignments, the daily order of assignment for each Reserve Flight Attendant for each date and his/her accumulated credited hours.

2.  A monthly base Reserve Flight Attendant utilization report shall be provided by the Company and shall be made available to the MEC President, or his/her designee, each LEC President and the MEC Scheduling Committee Chairperson.

3.  Crew Scheduling shall provide the MEC President, or his/her designee, with all data or statistics pertinent to the utilization of Reserve Flight Attendants.

4.  The Company shall provide through the Crew ACCESS system a base reserve status report. Such report shall identify Flight Attendants by seniority number and shall include, but not be limited to, the following information:

a.  All Reserve Flight Attendants who have received assignments for the current and/or following day;

b.  All Reserve Flight Attendants listed with their current accumulated credited hours;

c.  All Reserve Flight Attendants available for assignment and their length of availability;

d.  All Reserve Flight Attendants who will be available on the following day and their current accumulated credited hours.

P.  Reserve Trade, On-Duty and Automation Enhancements

The Company and the Union shall meet as new technology becomes available to attempt to mutually agree on changes or enhancements to the Reserve trade and on-duty processes. Such changes may include, but are not limited to:

1.  Day trade based on the “reserve block” concept

2.  Explore the development of a Regular line/Reserve line combination

3.  Reserve assignment deferral process
